The Hague Institute of Global Justice submitted The Washington Compact on Norms of Behaviour for Commercial Space Operations to the UN Office of Outer Space Affairs (UNOOSA).

Lady Sohair Salam Saber, the current president of The Hague Institute of Global Justice, together with Dr Kass, initiated the first groundwork towards this Compact; Kass is also one of its founding signatories.

As a Permanent Observer, The Hague Institute of Global Justice submitted The Washington Compact to UNOOSA at the Washington Compact’s inaugural ceremony at The Metropolitan Club in Washington DC on 7th February 2023. This Compact, introduced on 4th July 2022 by the Institute, is an international instrument that provides a framework for cooperation and responsible behaviour among nations, commercial space actors, and other stakeholders, ensuring that the benefits of commercial space activities are realized while minimizing the potential for harmful interference.

The fundamental tenets of The Hague Institute for Global Justice – the rule of law, conflict resolution and governance – are as crucial for interactions in space as they are on Earth. That is why the Institute’s Off-World Approach (OWA) has, through a group of civil society experts, developed The Compact on Norms of Behaviour for Commercial Space Operations.
